This pull request introduces the initial framework for the 0.21.0 release notes. It establishes a structured Markdown document that will serve as the central place to detail all changes, new features, improvements, and technical updates for the upcoming release, ensuring a clear and organized record of development progress.

Code Review

This pull request adds the release notes file for version 0.21.0. The file is based on the template, which is great. I've found a few inconsistencies and potential issues: a missing Database section which leads to a broken link, a potentially broken anchor in the Contributors link, and a duplicate Code Health section that could cause confusion. My review includes suggestions to fix these issues to improve the clarity and correctness of the release notes. Once these are addressed, the file should be in good shape.
