Licensing inconsistencies #285

There are a couple of licensing inconsistencies in the source code.

My understanding from COPYING is that the intent is to have a dual license, GPLv2 and BSD 2-Clause.

  1. The file COPYING only contains a BSD 2-Clause license, but refers to itself as the license file for the GPLv2 license.
  2. There is no GPLv2 license file distributed with the code.
  3. COPYING mentions a BSD 2-Clause license, and so do the headers of .c and .h files, but the file perftest.spec refers to a BSD 3-Clause license.

It's nothing that will prevent the code to run, but I thought that you might like to know.
