Unfortunately GitHub renders PR discussion very poorly these days (gh#130618, gh#112603).
Feel free to use this thread for high-level v3-wide discussion.
For bugs, low-level questions, concerns, etc, feel free to create new issues with "v3" in the title. I will label relevant issues with the v3 label when I can.
