Files missing from deployment starting in v1.3.64

So I updated RePlays to nightly v1.3.64 and lost the ability to use NVENC AV1 encoder.

Investigating I found that this release (and when building from source and doing a Publish) has several OBS files missing compared to the previous release. It seems to be mainly some .exes for testing encoders. obs-nvenct-test.exe and obs-qsv-test.exe are some of them, alongside a folder named win-capture and its contents and win-capture.dll and obs-outputs.dll from the obs-plugins/64bit folder. There may be more.

Very strange as to why the build step is no longer including these encoder testing executables, considering that the build script hasn't been touched since the latest nightly update. Seems like they are necessary to enable all hardware encoders (I have also lost the ability to use AMD encoders).

Will try to hot-fix by changing the build script to include these executables from OBS project's official release. Need to find more time to look for the root of the issue later.

I was able to replicate the issue momentarily when building from source on my own PC, but after clearing the build directory and trying to rebuild and debug multiple times, I was no longer able to replicate the issue (???).

Interestingly, I found that changing the build script to include the missing executables by force still fails to bundle them in the .nupkg/setup files. This has been fixed in b90646f , did a small mistake the first time.

Maybe the issue is related to GitHub actions? Will need to look into the build logs and investigate further...
