Since this doesn't create a problem in LXQt, ship it if you think it's a good idea to intrude on other DEs' settings ;)

Again, if a user wants this utility, they install it.
They should not have to change a single file to be able to even search for said program in their start menu.
If you don't want the program installed, just uninstall it. It is not a big deal.
What it you want it installed on your system, but don't want to look at it in the start menu?That's a personalization issue, not a categorization issue.
