Combobox at "Default Store" dont working

Magento version (2.4)

1.When you create new Website
2.After create, acess you website and click in "Default Store" (nothing happen, dont has options)

Steps to reproduce (*)

1. in Backoffice (Magento Admin) click in Stores -> Settings : All Stores
2. Create a new Website
3. Access your website and click in "Default Store" (Admin -> Stores -> All Stores -> Open newly created Website)
   

Expected result (*)

Default Store drop down should not be displayed for newly created website. It should be displayed only if there is at-least one store assigned/mapped to the website.

Actual result (*)

1. nothing happens.
2. Default Store drop down is getting displayed which is not selectable as the new store is not created.
3. Default Store drop down from Website page is selectable only after creating new Store.

Because we don't create any store related with that website so selection will empty right ? Is it correct logic. Each store reference to specific website

Verified the issue on Magento version 2.4-develop and the issue is reproducible:
Steps:

1. Admin -> Stores -> All Stores -> Create new Website and Save
2. Admin -> Stores -> All Stores -> Open newly created Website -
   Issue: Default Store drop down is getting displayed which is not selectable as the new store is not created.
   Default Store drop down from Website page is selectable only after creating new Store.
   Expected behavior: Default Store drop down should not be displayed for newly created website. It should be displayed only if there is at-least one store assigned to the website.
   (Note: FYI. Multiple Stores can be under the same website)
