Review of pylint disable comments

In a recent pr #38082 we are removing pylint since we're now using ruff.

There remains a lot of # pylint: disable... comments in the code base, which should be acknowledged by ruff.

This issue is to review what checks are being disabled, ideally removing those which are very easy to fix.
There should also be a decision made about what pylint rules we want / don't want ruff to enforce.
