Refactor IntegratePeaksShoeboxTOF now weak peak integration handled more consistently with strong peaks #39351

After #39124 weak peak shoebox position is also optimized - so IntegratePeaksShoeboxTOF can be refactored to be more concise (share more code between integrating strong and weak peaks - possibly factor out another method)
