Ideally we wouldn't be installing this outside the base env at all, but for the time being just pin it to a version that we know works. With v2.0 the --copy option has been removed.

Description of work
Pin mamba to v1.5 for the time being in the package-standalone environment. Ideally we wouldn't be installing mamba in a non-base environment, but we can resolve that later. Here we just pin mamba to the last version that worked for us.
There is no associated issue.
To test:
Ensure that this package build is successful on all OS and the standalone packages are produced:

This does not require release notes because it's a change to a build script
