The nightly failed to build on ARM Mac due to a problem with resolving dependencies. It only affects the ARM Mac package and may be a result of upgrading to Python 3.11 yesterday (see #39283). By reverting this PR we can build and publish the nightly for the other operating systems. This is required for developers to rebase their PRs. Without rebasing PRs will fail due to using an older Python version.
