Add intel-oneapi compiler to testing with Github Actions

@matt-long pointed me to a webpage showing how to set up intel's compiler in a Github Action; this example includes an MPI library, but not netCDF (another library we need to run the full test suite), but maybe adding netcdf wouldn't be too difficult?
