The Cloudflare CEO mentioned in an interview that this feature is enabled by default on all Cloudflare accounts.

Do you have access to Cloudflare's configs where you can either provide an IP or a user agent to be whitelisted?
Currently, I don't see other options to work around this without being the webmaster of the website you need to crawl.
