Create pre-flight checks for kubera-api-testing using d-operators

The aim of this pre-flight check is to verify the following via github actions:

• Check if all Kubera pods are running.
• Check if cluster is running desired images.
• Check if kube system pods are running.
• Check if Kubera pods are not restarting.
