Failed license check

After the squash and merge there is an automatic check which failed with:

By the way, we are planning to completely remove the scancode tool, as it's simply too slow and overcomplicated for what we need it for. It can be replaced by simply doing a regex search for SPDX-License-Identifier in the code.
