@gitbuda So I want to run the CI tests on external contributor PRs, needed to change the CI a bit. I would like you to give me more rights on this repo so I can configure that CI needs approval. 🙇 |

This PR fixes so the CI is being run on the external contribution PRs.
The windows fix uses vcpkg and statically linked OpenSSL
