`test_adapt.py::test_adapt[mmg3d]` fails in CI

It doesn't give a useful error message, only Error: Process completed with exit code 1.. From pytest docs: Exit code 1 Tests were collected and run but some of the tests failed

@stephankramer said perhaps this is because we're no longer using the patched ptscotch.

So it appears ptscotch v7.0.9 has been merged in petsc (i.e. its buildsystem will now build that version) and is included in v3.24.0 that has just come out. This means that as firedrake will bump its petsc version (soon I think), and the our CI container is rebuilt (the weekend after) we should be able to re-enable the mmg3d and parmmg3d test that were disabled in #202
