Summary
Problem
Similar to #2759, but for the 2.x branch.
Solution
In addition to switching to the macos-14 image this also changes the Python version to be installed by github-actions. This change was already done on master. Reason for this is issues with pip install otherwise.
Action
Do not merge yet, the build binaries need testing first. These are x86_64 builds, but the build machine is ARM. Hence we will need to test the binaries first. I would also have liked to provide ARM builds, but those were causing some additional issues. I might try this again in a separate PR.
