Unable to run the drush commands

After following the instructions in the readme the drush command to migrate doesn't exists.

Are there more steps?

Reading some of other comments looks like migrate tools is needed. However the module does not appear after running the composer install.

Others are probably going to have the same issue so perhaps we can update the readme to clarify.
