Describe the bug

In our MS Teams learning bot we have added Suggested Actions to an Adaptive Card which appear in our dev tenant but when pushing to our prod tenant no longer appear. We released a few more features that all worked fine in prod post release but this one was missing.

Expected behavior

The Suggested Actions should appear along with the adaptive card regardless of the tenant.
