Latest MXA doesn't start on Windows 10

I installed MXA using ADK version 10.1.26100.1 and had the same problem described here on my Windows 10 laptop: Media eXperience Analyzer does not start - .Net Runtime Error

Starting MXA from the command line does nothing, and the Event Viewer shows the error

When I uninstalled the latest version and installed using Windows ADK for Windows 10, version 2004 it worked properly.

I am using Windows 10 Professional with the latest updates, American English.
