pac solution import fails for botcomponent with comma in filename

Describe the bug
Running pac solution pack and pac solution import for Copilot Studio agents containing botcomponent (Agent file Attachment)

To Reproduce

1. Create a solution with an agent containing a file like "Orders, Subscriptions.docx"
2. Unpack and pack the solution with PAC CLI
3. Export solution to zip
4. Try importing the solution with pac solution import

Expected behavior
Solution imports correctly
