Track runtime support for pulling/mounting OCI artifact images

While runtimes are adding support for OCI container images (containerd/containerd#10496, cri-o/cri-o#8317, moby/moby#48798), they do not support mounting OCI artifact images right now. Now that we want to move forward with defining model spec under the OCI image artifacts guidance, let's have a concrete place to track runtime support for pulling and mounting OCI artifact images.
