Update to Manifest V3 for Google Chrome

Google will soon be rolling out its Manifest V3 to Chrome extensions like Firefox Relay
According to Google, this will mean that extensions that still use Manifest V2 will no longer work. This also affects the Firefox Relay extension for Chrome.
