A GLOBAL SPEED FACTOR

Imagine the possibilities: it would be enough to call a setter on the Dialogue Manager, passing a float value as a parameter. This value would be safely assigned to an internal speed factor, which would dynamically modify all the speed parameters of the dialogues. This allows the same value to be adjusted according to the user's preferences, so that when the method is called, the changes are applied immediately, providing a fully customizable reading experience.

I think DM could add something to it's API to update user's preferences.
Make way easier to implement dialogue speed in game's settings

I don't think an API update would necessarily be the way to go; This is literally just a balloon setting, which is pretty easy to tweak manually or programmatically via some custom global gamestate or something. I can see some value in adding a settable default speed to the plugin settings but past that, it clashes with the bubble implementation which will always be much more flexible solution for global changes, in-dialogue mutators, or anything else.
