Remove filesystem execute permission from two non-script files

Neither of these files is script-like:

• They have library code intended to be imported, but no if __name__ == '__main__': and no interesting side effects
• They have no shebang lines

It is therefore not useful for them to have the execute bit set in their filesystem permissions.
