Bug: Delete Hansard temp files after ingestion

[Hansard ingestion](https://github.com/nestauk/discovery_utils/blob/dev/discovery_utils/getters/hansard.py) downloads xml files to a temporary directory, this file should be deleted after the downloaded files have been uploaded to S3.
