I got the error:

django.core.exceptions.ImproperlyConfigured: Application labels aren't unique, duplicates: netbox_topology_views

if I upgrade or install a new plugin.

What´s wrong?
Where I can start the debug?

It was a version missmatch. Upgrade netbox to new version and all works
