I am using netbox 4.0.9 with 4.0 topology plugin. Looks like I am setting something wrong so posting here intead of creating bug issue.

As, I mentioned in post, I was setting something wrong. It was,
plugin_requirement.txtwas not containing plugin version. So, it installed 4.2.0 instead of 4.0.0 and due to that when I was installing 4.0.0 it was taking latest pre installed plugin.
