Error when configs are created with unrecognized fields

Purpose

• Catch issues where users/implementers pass misspelled kwargs to configs

Changes

• Add extra="forbid" to QuantizationConfig, QuantizationScheme, QuantizationArgs, TransformConfig, TransformScheme, and TransformArgs
• Add a dummy arg run_compressed to QuantizationConfig
  • Because transformers erroneously passes this arg, adding the dummy arg prevents an error from occuring
  • Once [Bugfix] [Quantization] Remove unused init arg huggingface/transformers#39324 is released for an acceptable amount of time, this dummy argument can be removed
• Fix typos in existing tests
• Apply style
