Beta Versioning

Hi all, we will use the following versioning and tagging during the beta development phase:

• For Beta 1, the versions will be 0.1.X with corresponding tags beta-0.1.X
• For Beta 2, the versions will be 0.2.X with corresponding tags beta-0.2.X

We will start updating the versions in newton/_version.py for correct update behavior during package installation.
