funannotate misses the execute bit on scripts in `aux_scripts`

Describe the bug

pip installed funannotate misses the execute bit on all scripts in aux_scripts.
this apparently leads to this error:

galaxyproject/tools-iuc#7267

For conda I tries to workaround: bioconda/bioconda-recipes#59878

But I guess it should be fixed for pip installation.
