With Illumina instruments, copy RunInfo.xml along InterOp to the output directory even when CheckQC is disabled

Description of feature

This allows to potentially extract information for QC using Illumina's interop library (it will not be able to parse data without it).
CheckQC doesn't, as of today, support common Illumina instruments (NextSeq 550 and 2000) so it would be useful anyway for downstream purposes.
