Fix header role description

This partially reverts 527437d as we
can't use the role name that comes from CIS2 because it's a string
containing lots of different parts, for example:

"Clinical":"Clinical Provision":"Nurse Access Role"
```

This reverts the code to work like it did before, but we will need to
decide how to proceed with this going forward once we have HCAs and
prescribers using the service.
