This reverts commit 915d583. We actually do need this feature to avoid the nursing team from repeatedly contacting a parent who might not be available.

We actually do need this feature to avoid the nursing team from repeatedly contacting a parent who might not be available.
I think it would be good to add some feature test coverage to this, but we can do that in a later PR.
