This ensures that pressing the back link after editing a vaccination goes back to the confirmation page rather than the previous step.
This adds change links to this component when the values don't yet exist, but the state of the vaccination record implies that they should (via the administered at date), allowing these to be changed.

This extracts a number of smaller changes from a larger vaccination edit change to get them out and ready to be tested. A proper feature test will be coming with this change as part of editing the vaccination records later.
