This ensures that we're seeding the user roles correctly using the traits which sets up more than just the `fallback_role` column. Specifically, this ensures that HCAs aren't considered suppliers which was preventing users from seeing the approriate supplier questions.

When not using CIS2 this needs to be set when the user logs in.
