This will allow code to filter on users who have a particular consent status for a specific vaccine method. Jira-Issue: MAV-1847
Recent changes to the gov-uk frontend framework has caused the cancel link to sit underneath the button. This change brings the link back to where it should be, on the right side of the button with some margin in between.
We came across a bug where bulking adding PSDs would end up including patients who were consented for injection only. PSD's are only for HCAs to carry out nasal vaccinations.

What's changed?
PatientSpecificDirectionsControllerto only add PSDs to patients consented for nasal spray along with updates to the feature spec to show that this behaviour now works as intended
