Review design of summary list default

In the frontend we have this example which confused me: https://nhsuk.github.io/nhsuk-frontend/components/summary-list/default/

I couldn't work out what the vertical line was (it's v faint and I had to look closely at it) and I read this as "add" another phone no or change the address, when I think it's supposed to be a choice: Add | Change.

GOV has something similar but it's clearer what's going on - i.e. you have 2 options.

@sarawilcox I've swapped the default to match the design system for now

The previous default was the "with multiple actions" variant
