Character count component counts code points, not characters #1619

What is the issue?
This is a placeholder issue to implement a fix for alphagov/govuk-frontend#1104 in NHS.UK frontend
What steps are required to reproduce the issue?
Since Python supports counting Unicode strings we've hit issues in nhsuk-frontend-jinja with client-side max .length (JavaScript) not matching server-side len() (Python)
