Create an install script for first time system setup

A script in python, bash, or whatever, should be written that walks the user though setup and creation of the NIBI_PATH directory, and perfoms the platform-specific installs required to build nibi.

Once there is a release (if ever) of nibi, then we can later make an install script for a binary, but until then this will have to suffice.
