Downdate sat_vapor_pres* to FMS2021.03 to avoid ifx compiler bug

- This patch simply reverts back FMS/sat_vapor_pres/ to release
  FMS2021.03 to avoid a compiler bug
- Models crash under inteloneapi24 on tiger3
- It looks like the compiler cannot decipher the type of array inputs
FATAL from PE   197: sat_vapor_pres_k_mod::compute_qs_k_0d: temp is not one of the supported types of real(kind=4) or real(kind=8) OR temp and dqsdT types do not match
