@digit-google As discussed in #2516. Implementation is very basic. Boost is used only for the time being. I couldn't get Boost.Process to work on Windows correctly for example and we lose all the optimizations that have been done in the past. Not sure if this should be merged or improved first.
Fixes #1499.
