Use official HIP cmake modules

Ideally CMakeLists.txt should use the FindHIP and FindHiprtc to locate HIP libraries and headers and should be similar to https://github.com/ROCm-Developer-Tools/hip-tests/blob/develop/samples/2_Cookbook/23_cmake_hiprtc/CMakeLists.txt.
Resolve this when the following issue gets resolved.
