Updates for Summer 2025

Made the following changes:

• Switched devcontainer to quay.io/rofrano/nyu-devops-base:su25 image for faster builds
• Updated Python package dependencies to latest levels
• Updated GitHub Action to use to Codecov 5 with a token
• Added xml report for codecov as a parameter in GitHub Action
• Removed poetry from Makefile and added pipenv
• Merged out-of-band changes with master
