Summary

Switched to a mixed project: this will allow adding executable scripts (eventually), but importantly it should fix the seemingly missing imports from the IDEs in Python. It'll be easier to maintain the pyi files as well.

Bizarre issue with constants

Still need to move the pyi files
Python CI isn't finding the alpha version, and there is no harm in bumping one patch version.
