What does this do?

• Upgrade to the latest Expo SDK (52)
• Enable the new architecture
• Upgrade MMKV and bottom sheet dependencies
• Add ESLint compiler plugin
• Update splash screen config to the new plugin config

The new Expo SDK is here, and we need to ensure that the starter is on the latest stable version.
