The simulation start date for is October 27, 2012, 00:00 UTC, and the simulation period is 3.0 days.

The hurricane sandy is approaching the duck region around October 29, 2012.

I think the overestimation is due to the lack of velocity b.c. During strong wind event, this can generate large vel right at boundary. Dan will provide this.
Note the original test for 1994 (on svn repo) has no wind input (nws=0). This is a small domain, so wind/local waves are not important.
