Optimize parameter on build

Hi guys, I found in policy build we have OptimizationLevel https://github.com/opcr-io/policy/blob/main/cmd/policy/build.go#L14 but in build script we don't have option for this https://github.com/opcr-io/policy/blob/main/scripts/build.sh#L64

Is there a way to tell optimize=2 on build script so maybe later it can be added to github action too https://github.com/opcr-io/policy-build-action/blob/main/action.yml ?

This PR (#202) updates the policy CLI and the related build.sh script adding optimization level support, as well as updating to the latest OPA runtime.
