Remove Babel extractors from pyproject.toml. Projects should configure these in Babel .cfg files. See e.g. the OC4IDS instructions at https://ocds-babel.readthedocs.io/en/latest/api/extract.html
Make headers an optional keyword-only argument in the translate() function.
