Working on adding version voted in for MPI-4.1 is slightly different:

int MPI_Remove_error_class(int errorclass)
int MPI_Remove_error_code(int errorcode)
int MPI_Remove_error_string(int errorcode)

Slipped my todo with summer stuff. I'll dig out branch and get this finished off and update notes when ready.

Added changes for C functions, still need to add the Fortran bits.
